EEOC Updates Strategic Plan

Please raise your hand if you have heard of the Government Performance and Results Act—it’s a new one for me. This law requires federal agencies to develop and post on their website an updated strategic plan every four years. On August 26, 2026, the EEOC complied by posting its updated strategic plan through FY 2030 (September 30). Note this is different from the EEOC’s National Enforcement Plan, issued in June through FY 2029.

Perhaps the best way to distinguish the Strategic Plan from the Enforcement Plan is that the Enforcement Plan identifies EEOC priorities for investigation and litigation: religious discrimination, DEI programs and ADA reasonable accommodation. The Strategic Plan is a broader overview of the EEOC’s overall mission.  According to EEOC Chair Andrea Lucas, “The updated Strategic Plan reflects the agency’s unwavering commitment to evenhanded enforcement of our nation’s equal employment opportunity laws and to serving the public with excellence, integrity, and accountability.”

As a practical matter, employers should be aware of the Enforcement Plan’s focus, which identifies the charges the EEOC will prioritize for investigation and litigation.
